It was sold thru the PA State Police Academy at Hershey, PA only to enlisted members of the PSP. It comes with a felt lined presentation box with brass plaque as well as a Pennsylvania State Police Instruction manual! It commemorates the 75th anniversary of the oldest, uniform State Police in the US. The four digit number on the left frame below the cylinder is the badge number of the Trooper who purchased it.
